This analysis is based on the data gathered, which can include both classified and open-source materials. Once the analysis is complete, the results are then disseminated to the appropriate decision makers. The process of intelligence collection can be critiqued from a number of perspectives. One of the most significant critiques is that intelligence collection is often limited by the availability of resources, including personnel, technology, and funding. Additionally, the process can sometimes be hindered by political considerations, as decision makers may be reluctant to act on intelligence that could lead to unpopular policies or decisions.
