The Disaster Management Cycle (DMC) is a comprehensive approach for reducing the impacts of hazards on the community (Kasperson, 2018). It is comprised of four distinct phases: Preparedness, Response, Recovery, and Mitigation. Each phase is designed to address the various aspects of a disaster and to help the community to prepare and respond to the hazard and its impacts. The Preparedness phase is focused on prevention and preparing the community for a potential disaster. This includes activities such as developing plans and procedures, training personnel, establishing communication networks, and stockpiling resources. This phase is designed to reduce the likelihood of a disaster occurring and to minimize its impact if it does occur. The Response phase is focused on responding to the hazard as it is occurring. This includes activities such as activating emergency operations centers, coordinating response activities, providing medical and other assistance, and establishing shelters (U.S. Department of Homeland Security, 2016).
