The interests of administrators and the organizations they manage have long been pitted against the ideals of penal reformers. The goals of reformers are often to create a system that prioritizes rehabilitation, while governmental entities have a responsibility to provide public safety (Clear et al., 2013). The tension between these two interests can create a situation where administrators become more focused on achieving their own objectives instead of striving for broader ideas in the interest of justice. This is seen throughout the history of criminal justice, as the use and application of punishment has shifted from one based upon restorative justice to one much more focused on retribution (Clear et al., 2013).
