Part 1
The major issues of the paper must be described in a minimum of 3 pages. This does not include a cover and bibliography. If you are writing a bill, then describe its major provisions. Also, who will be affected by it and how. You should also identify who is supporting or against the bill/issue in your paper. These could include key Congressmen, members of organized interests, Presidents, and others. Incorporate the opinions of both bill opponents and supporters. Locate the positions of both proponents and opponents on the bill. End your paper with a statement on the topic. Your position should be explained and justified.
On its resource page, the library offers a list of databases that will help you locate articles related to your subject. A bibliography should be included in papers with at least three sources that have been used to research your topic. The APA format should be used for the bibliography and citations. A very good source on current issues in the library’s databases is CQ Researcher that has full-text reports on many current issues; you’ve been reading many of their reports each week. CQ Researcher’s most recent issues might give you ideas for paper topics.
Part 2
Second, you will write a letter about your research to your Senator or House member.
Tips for writing letters: 1. Know the topic. You must be respectful. You can disagree with someone’s point of view, but you should be respectful. Each letter takes up a small amount of staff members’ time. Limit the pages of your letters to one page. Here are some examples of letters. You should submit a printed copy of the letter together with the first section of your assignment. You will be surprised at the response that you get.
