The convict leasing system of the late 19th Century undoubtedly had a profound effect on white southern attitudes towards former slaves. During this era, laws were passed by many Southern states that legalized the hiring out of convicts to local businesses and plantations in exchange for compensation (Downing, 2015). This system allowed those who held power to exact cheap labor from African Americans and was seen as an even more effective means of control than slavery had been before emancipation.
