What Federal Agency is Responsible for Labeling Acts of Terrorism in the United States?

In the United States, the federal government is responsible for labeling acts of terrorism. According to the US Department of Justice (DOJ), the Federal Bureau of Investigation (FBI) is the primary investigative and intelligence agency responsible for determining if an act of violence is a terrorist act. The FBI works with other federal, state, and local agencies to investigate acts of terrorism (DOJ, 2020). In addition, the DOJ coordinates with the National Counterterrorism Center (NCTC) to identify terrorist groups and individuals operating in the United States. The NCTC also works to identify and assess terrorist threats, as well as to provide intelligence analysis and assessments to the government (NCTC, 2020). The DOJ and the FBI have the authority to determine if an act of violence was committed for ideological reasons and, if so, to label it as a terrorist act. The FBI also has the authority to investigate and prosecute individuals who commit acts of terrorism (DOJ, 2020).
